TIP= To Insure Promptness.

In the UK i would posit that it could be construed as a bribe offered to the server.
In US it is more like sanctioned extortion.

In Simpsons it definitely was a bribe - when the chef came to the table to carve the beef, you slipped him a wee "thank you" before he started and he sorted you out nicely
