No, the new administration is going to open a buggy-whip factory in each rust belt state. And probably advise all poor white people to take in each other's laundry .... Trump's a successful businessman, he knows how to get this stuff done.

A massive influx of financial aid to these areas by the Federal government coupled with a massive program of job retraining no matter how long it takes
America has been pouring billions of dollars into other countries across the globe for 70 years. Why not start investing some our tax dollars at home?

The move south was due to the advent of air conditioning, perhaps when that becomes too expensive for regular use there will be a move north?
Or when Florida is under water?
Our problem at the moment is lack of water, and history does not go back that far but there have been times of major drought and the increasing population will place a massive strain next time.
It is never a one way for ever deal, different circumstances and there will be changes.

I don't remember a mass movement.
At different times historically, there have been different reasons.
The South has been populated by carpetbaggers* since Reconstruction. So, back then it was because of certain opportunities in the Deep South resulting from the end of the Civil War.
Speaking for Texas specifically, the Texas Oil Boom started well before air conditioning and brought hoards of blue collar families. Texas used the money from the Boom to diversify and now people move here for technology jobs as well as petroleum jobs. Texas has been lucky enough to have some natural resources that have boosted the economy. These things change over time. My mother's side of the family had some old timers that were sharecroppers and cotton pickers --- all of European descent.
Incidentally, air conditioning wasn't standard even when we moved here in the 70s. No working class/working poor families had central heat/AC and many still don't today. We were lucky to have a window unit in the living room. In the heat of summer we could either sleep in our own rooms with a fan or all sleep in the living room with the air conditioner.
