Rubio is seriously overlooking the fact that the Clinton administration handed Bush an entire workup entitled Bin Laden determined to attack within the U.S. ...... and it was ignored and Bush spent most of his time before 9/11 at his ranch.

It is assessed to the manufacturer who then passes it on to you with increased prices...so it is in effect stealth VAT. Didn't expect him to be honest did you?
