Yes what you say is true but they are mercenaries and they are causing no end of problems wherever they are used. The previous US VP and was it Blackstone made a fortune out of this and a lot of civilians died.

Blackwater , a legitimate company in the U.S , often doing work the U.S goverment cant be seen to be involved with, its probably the second oldest trade in the world
, some are good ,some are scum ,In my view Blackwater do more good than harm.

Maybe not many people know this but UN/NATO direct employees do not pay tax anywhere and are very well paid at the higher levels.
It seems to me that if these people really exist they fit the definition of mercenaries very well and I would think the Spanish authorities would be very concerned that such a base was being set up. Scam seems to me to be in the air but who and what is being scammed?

If the Spanish military are involved, you would not be on here asking about taxes, they would know the answer. A group of "International soldiers" not paid directly by elected government (in your post on taxes you said you needed to work out how much tax to deduct) are by definition a private army. You have written nothing that would convince me that your intentions are above reproach.

The spanish military put money in, they don't provide troops, they can only suggest troops that they think would be suitable and they dont have any power for the running as that's the generals and field marshal.

If the Spanish military don't have any power in the running of it I stand by my use of the phrase mercenary.
The setting up of military bases (be they official or mercenary) is not the sort of subject that one sees regularly featured on public expat forums being raised by a young female with boating qualifications, hence my scepticism.

ok. I will try and find out what the official line is.
I have got other qualifications and that was for my job.
