Haven't read much of this other than the title and first post.

But it reminds me of when I worked in Town Planning and it was my turn to be Duty Officer.

I'd only been in the job about a week, when I answered the phone and the guy on the other end asked me if he needed Planning Permission to have an erection in the garden.

The answer actually IS 'it depends how big it is'.

It was slightly too big so he wasn't granted permission until he had got it down to a reasonable size.
