As for the original question, NIE requirements haven´t changed for quite a while. Official requirements for Residency application don´t really change, but the way some offices will look at things like, sufficient financial means, do change and differ from one place to other.
EHIC Card is only valid for travelling purposes. For residency one need to prove to have coverage as minimum like the local Spaniards, no co-payments etc.

Ok so it's official.

You need to show proof of residency when you go with your completed EX 15 form to get your NIE number on Gran Canaria.

It's been like this for quite a while as I asked a couple of estate agents who take people along to the national police station to obtain there NIE.

The reason being given is to try and stop the influx of foreigners who are using Gran Canaria for tax evasion.

What are you talking about??
If you have residency, you already have NIE on your residency certificate, and you don't have to do anything more.
If you simply need NIE number, you can get it in the police station just with your passport and paid fee.
