The Chief Minister and Scottish MP, Fiona Hyslop had been invited by the Committee of Constitutional affairs to give an overview of their individual cases to the other twenty seven member states represented. During the question and answer session, where the Spanish MEPs took centre stage, Fabian Picardo found himself defending the Rock instead of explaining his presentation.

The vital statistic proving why Gibraltar needs UK MORE than EU
Madrid had tried to convince residents they could have joint citizenship to Spain to ensure access to the EU, after 96 per cent of voters chose to remain in the referendum.
But statistics collected after the vote found the biggest importance to Gibraltar’s economy was to retain access to the UK home market, which is where 90 per cent of its EU-related economic activity takes place.
Mr Picardo, said: “Gibraltar has lived in what many people would characterise as a hard Brexit for many years.
“Although we’ve had access to the single market of services and access to freedom of capital, freedom of movement has often been curtailed in ( by ) Spain.
“We’ve lived through what other parts of the UK like Northern Ireland are now describing as a potential hard Brexit.”

A Royal Gibraltar Police car physically prevented a Royal Air Force transport plane from taking off yesterday, in an unprecedented and sensitive legal row over jurisdiction in a criminal investigation.
Local police officers wanted to question a serving member of the British military who was on the plane and was being flown to the UK as part of an ongoing Ministry of Defence investigation in Britain.
The RGP, which has primacy in any investigation into offences committed in Gibraltar, also wanted to examine computer equipment belonging to the man, according to several sources with knowledge of the case.
The crucial issue for officers here was to establish whether any offences had been committed in Gibraltar.
But when the investigating officers tried to serve a warrant signed by the Chief Justice of Gibraltar, senior MoD personnel refused access, insisting it was a military investigation under UK jurisdiction, the sources told the Chronicle.
By this time the man and the equipment were on the military plane ready to be flown back to the UK.
As the A400 taxied to prepare for take-off, an RGP vehicle positioned itself on the runway to prevent the plane from taking off.

those of us in the queue would have been much happier if they had blocked it before it left it's stand...was glad to see them finally line up for take off

What I would find much more interesting is what the alleged offence was. In U.K. IF AN AMERICAN service man commits an offence they quote the status of forces agreement and ship the accused back stateside and probably a lower penalty if any. Not the same for Gib and MOD since it seems that Gib court has jurisdiction. A C17 seems overkill for one man and his laptop but the MOD would want control and secrecy if it it is security related. Equally if it was fraud or pediofillia or officer related they would want to control the news so ship him/her out quick.

From the press photos I am a little confused,
Was the aircraft close to or on the road and therefore was it necessary to keep the road closed?

nope...I was coming back from Spain and stuck on the new access road at the back of the car park, could only see the end of the runway. I don't really think it matters where they stopped it as once the runway is active the road cannot be opened until it is clear of all aircraft.

I'm certain you will find they have to close the road as the moment a plane leaves it's stand, the airfield changes it's status to active and must be closed to all traffic.

Use of Runways
Main road crosses Rwy 09 / 27 at mid point. ATC requires 3 minutes to secure runway for use.
Overflights of the runway below 500ft require 3 minutes notice for the road to be closed.
In the following picture bottom right hand you can see the aircraft's tail.
I would guess from it's position that it had not left it's stand. Maybe not started to taxi.
Also I would imagine due to the delays it's engines were shut down.
I have personally crossed the runway on a number of occasions while aircraft are taxiing.
For people not familiar with Gib you can see the traffic starting to build up on both sides of the runway, particularly pedestrians on the south side.
Unfortunately my best RAF contact flew home to the UK two weeks ago.

Spain would seek to block post-Brexit access for the UK to the EU’s single aviation market unless Gibraltar was excluded from any agreement, according to a report in the Financial Times.
Britain is analysing options to ensure continued air links to the EU after it withdraws from the bloc.
These include attempting to retain membership of the European Common Aviation Area, which would mean it keeps full access, or seeking a bilateral “open skies” agreement with the EU, which is likely to have more restrictive terms.
Both deals would, however, require unanimous support from all EU member states
