Only thing I can come up with is that a twitter reader is often called a peep in social circles so "peep will" = peep'l = sounds like people but it's dreadful, someone else can hopefully dissect it better.

Almost there, Taken! But... the verb "twitter" means "tweet" or "peep". Nothing to do with social networking, where the word would be "peeps" plural, not the singular. "Broadcast" is a cute way of saying "when spoken" - peep'll, as you say.

Derelict represents disorder, therefore suggesting an anagram. The words preceding derelict contain 9 letters, not the required 10 for the answer. Where does the extra letter come from?
