I think the idea is that you have a choice. If things are open, then you have the choice to use them, or not. If things are shut, well, it's obvious, isn't it.

I think this is COMPLETELY TRUE. England is more crowded/rainier and these factors seem to make it a lot easier to pick-on. Things look, superficially, better in Australia and so when you come here...
