I agree with pretty much everything you say. BUT...

There will always be people who will jump through hoops and play the waiting game. The numbers of these people will be higher than that which...

Yep, it's ironic that the system is so bad that people feel that have to do it and that the extra applications due to the slow system end up slowing it further!
