My medical situation is the same as yours with only the first line says required.Just guessing here..but I think if some items are marked as finalised it might mean you have a CO because...

They are licenced..and the agent is Canadian, but comes over every 6 months to talk to clients etc.

Is it normal that he has not received a file number more than a year after application?

Hi,

Did you apply before the 6th December or after..just to know if CO's are allocated for HR countries after the official date.

As for the time-line I think it will vary from case to case...
