May I recommend New Zealand (instead of Australia)? Much nicer climate, much greener, less rat race, significant South-African community and, well, the loonie still means something in Aotearoa ;)

I don't have any first-hand experience in Montreal (and I also have seen horror stories on TV), but in Quebec City health care services have been nothing less than excellent. As always, YMMV though.
