Ray you could justas well be describing Croatia. All the former countries of Yugoslvia suffer the same problems. Weapons are endemic throughout the entire region.

It's been a long time since i visited Split, but i visited Dubrovnik a couple of years ago. it's a beautiful city. i wouldn't like to go to Kosovo at the moment though as it's so unstable.

as for flights and car hire, i fly with croatia airlines - cheap and good service. i hire my cars through europcar. i've found them to be the cheapest...

my land is some distance away from where you are - opposite ends of the country. any agents will be based in the town centre, but my advice would be to speak to the locals - literally...
