Not requiring a substitute 1099-R has another benefit for those, like you and me, who live in California. If you have a substitute 1099 (or a form 4852), California precludes you from filing...

Did they put that in writing?

California also doesn't tax Social Security benefits (or SS Disability) but their tax code specifically defines these benefits as being "from the United States".

Fortunately, WEP doesn't apply to me.

I think, but am not completely sure, that the proportion of the State Pension that represents a return of after tax contributions divided by your IRS life...

Burlingame is on the Caltrain line from SF to SJ. So it's possible that the job is commutable without driving. And, unless the OP is set on SF itself, there's the option of living nearer to the job...
