If you look under Regional Sponsored Migration Scheme (RSMS) in Booklet 5 you will see flexibilities for 45 and over in regional areas. And as regional areas are crying out for skills then he should...

I think you'll find a difference between State Government and Federal Government. From what I understand it's the Federal Government who employ only Australian citizens.

If you go to: www.migration.wa.gov.au you will find 'Job Opportunities' on the left hand side menu. There are jobs listed for Perth and also for regional areas. Fitters are listed on both.
