Lot of private corporations require citizenship or permanent
residency as they have contracts with federal agencies (department of energy, etc...). These corporations will deny your application...

What are the entry requirment for europeans citizens?

The general advice is that you always be
truthful.
Anyway, it will appear suspicious
because of your recent visa refusal.

Take a look at form DS2019...Consular officer
may have checked the box corresponding to 2YHRR.
Anyway, since you will keep the same job, the 2YHRR condition is as it was for previous visa.

processing delay at consulate abroad ???
It obviously takes more time in China
than in France or UK... I would be
especially interested in processing in Germany...
