Well, I am not so sure. I am in the US, moving to Canada in 3 weeks. I am a permanent resident in the US, my wife has an H1 visa. When we applied for Canadian PR, no-one asked us about our US status....

Yes that is true. I don't know how they do it in Vienna, but they are very fast. We are lucky. I feel sorry for girls/guys who get quoted for 30+ months.
