This is for a friend who holds a US C1D visa ( shipping crew visa) for the last 5 years, is it possible for him to apply for skilled worker immigration at CIC buffalo NY.

I also have the same BDF date, 6 months have passed after my medicals, my BFD changed from 10/10/2006 to 10/10/2005.
