The only way you can "put your hand up and ask for one" is is you are a refugee, otherwise it has always been work-based or family-based entry to the US.

Well I was just going to say I recommend PCfinancial. I think they will have CIBC ATM machines in Quebec too. Works great for me as I like internet banking and free of bank charges.

Its not such a great job probably as all Canadian truckers spend over 50% of their time in the US, and so it would be impossible to accrue enough Canada days to gain citizenship.
