I can't comment on whether there is something wrong but I do know that when you get your passport request you have to send 2 pictures with your passport, so maybe they are referring to the passport...

You intially send all the forms to Mississauga then once you have been approved as a sponsor they will send your husband's visa application to London. You will find the address to send the forms...
