I had overpaid last year (included a wire fee by mistake), so needed to know what the amount would be for this year. Otherwise, yes, I would assume everyone pays the same amount.

The letter I received didn't have the bank account number instead it had the url for payments, and it was on that webpage where it stated about living temporarily or permanently abroad....

I finally got a letter a couple of weeks ago confirming that I can pay class 2 payments. Yea!
