CPP and OAS are not great amounts, it is based on how long you have lived in Canada and contributing to CPP. OAS is percentage years in Canada out of 40.

Disputing a charge should not get a card locked, unless it is obvious fraud, or the card was lost.

The branch may not be able to do it, but any FX broker can. You book the rate, wire the funds to the broker in GBP and they deposit in GBP.
