We are in a similar situation (waiting for work permit) so recently asked our solicitor this question - we were told to wait as it can complicate things and is difficult to activate the work...

Yeah maybe that’s it then…Maybe see how close you can get direct and do a bit of a road trip across to Toronto? At least it will be a direct flight and less stress for you all? Not ideal I know - but...
