No, I don't recommend that you send the police clearance(s) to Mississauga if they are not sent with the original application. Send them to the visa post e.g. CHC London after the sponsor is approved...

If it was a conviction for a single offense more than 20 years ago and outside Canada you may not need rehabilitation. If the offense is classed as serious criminality though you are out of luck.
