I presented passport with PR card clipped to it (he looked at it & passed it back), I enquired and he said you have to have a stamp. I protested, he called over a colleague who confirmed I had to...

Yes, it does.
The key in your post is "Europe".
Applies to the Schengen external borders.

Think of it this way - you do need a passport / visa to enter the US, once in, you do not need further...
