They had requested a set of original fingerprints on the 5th June, Which I provided, then they emailed 18th June to say they didn't want fingerprints but an RCMP...

Someone else will probably have the right answer in regards to the debit card question but have you tried calling your credit card provider to ask them to temporarily extend your limit.
