Partners of IEC holders can get an open work permit just like any other work permit holder but as the OP pointed out the rules around eligible occupations changed.

Leave the spouse work history section blank and just enter it in the personal history section. You won't be asked for any proof then. At least that's the way it was when I did it.

You don't need LMIA to apply for BC PNP (and LMIA provides no benefits for PNP), just need a written job offer and the employer has to provide some documents. But BC PNP is also a points based system...
