He had to get his prints taken on a form that you can find on the RCMP website then he posted them to the company that digitises them. I guess the time it takes depends on what sort of postage...

If it helps, my password is 11 characters long including a capital at the start and two numbers and a special character (like !@#$%^) at the end. and worked perfectly.
