Studies should never be undertaken for immigration purposes. One step at a time. Things change, after completing your PhD, permanent residency might not be an option.

It's when they approve the application that you have to be in the country. At sydney cbd, all the people I knew had their applications approved within 2 hours of taking the test.

About 2-3 weeks from online application to approval (which usually happens the day you take the test in Sydney) and then it depends on the council and if there is a waiting list.

If it's so urgent, then get a departmental ceremony. They do them once a month in parramatta of you have a valid reason. If you don't, then I guess it's ok if you wait.

Maybe things are done differently in WA. I stated in my post that what I said applies to Sydney Metro, and the guy who asked is in Auburn which is in Sydney Metro.

For Waverley is is 5 Months and they do monthly ceremonies with around 50-60 people each time. So that makes is around 300 waiting.
