No he is too heavy & large in size to fly in cabin, he's a pug.
I'm not worried about his breathing alone as it isn't that bad as he is quite fit and at his last vet check up, they said his heart...

I'm pretty sure that is not true. Unless you know for sure, that every single airline out there, on every single route has banned these dogs, I don't think you should be making statements like that...
