Sorry for the later reply. Yes up until 1997 British Citiizens were able stay and work without a work permit. The only restriction was that when you entered Hong Kong the stamp in your passport...

It will never happen.

To start with its not 3 million. There are only about 300,000 BNO passport holders and many of those also have other passports and already live overseas in Canada, USA,...

Public Transport in HK is second to none but whether it suits you depends on how close you live to a bus / MTR route. You need to consider that when looking for accommodation.
