That's precisely what I understand. Not sure if things have changed, but people only need some studies (técnicos) in order to drive the ambulancia and to attend people.

It is definitely considered as TERRIBLE manners to arrive early. It's a big social nono. Especially when you are to go to some friends' house, they actually say the time they will start preparing...
