Isn't the rehabilitation on the government's own interest (not the individual), as it would cost them less to rehab someone than long term punishment, re-trial, etc, instead of an act of kindness?

Apparently it was only for government employees, but now private companies too. That's my guess.

We have gone through the rent committee and won the case without Ejari. From my experience, as of now, Ejari is only really important to apply for or renewal of the residence visa.
