You can't pay for historic gaps at class 2 rates. Gaps are cheaper if you pay them before April 2019 but I suspect your university years are too long ago since you can only pay for the last 6 years....

Possibly if you qualify for class 2 contributions. Note that you need at least 10 qualifying years to get a UK state pension. (I think years in the US may count towards that 10 year requirement, but...

You need 35 qualifying years to get the full UK state pension. If you work abroad, you're likely able to pay voluntary class 2 contributions, which is a really cheap way of building up more years....

It sounds to me that you're real question is: which UK bank allows you to open an accounts as a non-resident. I would imagine some do.

Maybe Revolut would be an option.

Social security is not due for J-1 scholars as long as you're a non-resident alien (i.e. the first two calendar years). This is independent from the 2 year tax treaty and doesn't have to be paid back...

FBAR is only required if you're a resident alien. Days in the US on a J-1 don't count for a certain duration, so OP would be a non-resident alien and therefor has no FBAR filing requirement.

The question to ask is: are you a U.S. person? If no, you have to file W-8BEN. If yes, you have to file the W-9.

A U.S. person is "An individual who is a U.S. citizen or U.S. resident alien;"...
