If I remember correctly, the theory test is given before you get your learners permit. You have to pass that test to be able to get your learners permit.

going through immigration - DFW

I think they send out the notice of interview right about a month after it was sent it - but not for definite (can't remember what date we sent in the DS2001 and DS230)

phone the local number for the passports between 8:30 and 12:30 m-f.

I found that the Visa department (on the expensive line) did not know what to do - and kept referring me to passports.
