Negombo is much better than Goa, nicer, more peaceful and maybe a bit more expensive, but I would sooner spend my money there than Goa.

No any property used as a holiday home and not occupied full time, so even if you use it for 10 months and do your 2 month out rule, it is still classed as a holiday home and subject to a tax, only...
