Are you associated with any churches in the community? They are usually knowledgeable about volunteering opportunities, at least in the US... There is a group called The Good News Project that works...

Sorry to hear of your bad experiences with expats. We are in Soufriere and have a few nasty expats in our area, as well...actually, I think they are both German...anyway, we had to return to Florida...

I learned that one at the doctor's office...whenever anyone comes in the door, they say 'good morning' or 'good afternoon' - it is nice to be greeted - it makes the atmosphere more friendly, overall.
