dont listen to these people, rubbish advice, if you apply and gain state sponsorship you then attach the state sponsorship to your 175 application and your case officer will process you application...

mmmmm... What no one appears to be telling you is, YES, you can move to NSW, your state sponsorship was a morally binding, not legally binding commitment, and as long as at the time you submitted it...
