FYI: Public schools are not free (to onshore applicants on bridging visas). You pay toll tax on roads, and also pay for supply of clean water... Rest is...

Historically, hundreds of visas are issued on the first day of new fiscal year.
Also, your PR visa can be an auto generated email just like bridging visas for onshore applicants...
