Paphos would be a good starting point as it is an all year round resort so unlike some of the East coast resorts it is closed down in the winter.

As long as you are in receipt of state retirement pension you will be entitled to use the state healthcare system here.
You need to get a form S1 from the DWP and take that to the citizen centre...

I agree that most expats that I know live in villas or townhouses not flats.
Most flats are young poorer Cypriots or eastern Europeans from my experience.
