We are retiering to cyprus but will not be in resite of state pension as retiering early be cause of health what do we have to do in order to get medacal treatment do we need to by or can we rent

It makes no difference whether you buy or rent but you may not be entitled to free healthcare as you are not in receipt of state retirement pensions.
It may be that if you are on some sort of benefit due to ill health that might entitle you to use the state healthcare system but you will need to enquire about that. I have personally never known anyone who is not of state retirement age being able to get free health care here.
