Ok, i think i have it. the police say can't apply until you have PR. But 5 years to apply for PR and then get turned down on the paper sift is a lot of wasted time and money.

Hi, i had a quote for a sole use 20 foot container at Â£4158 which i thought was a bit expensive but cheap for the car at Â£1600 including insurance and customs. that was excess baggage...

We dropped Â£10,000 as they already have a buyer, which we didn't really want to do as we hadn't left a lot of room for negotiation already, but we decicded what would be the chance of another offer...
