Since the agency has a location in Dubrovnik, being outside the EU
can't be relevant.

Somebody posting here a while ago had an insurance problem about
driving in Bosnia. You can't drive to Dubrovnik without going
through the Neum corridor. I suspect that's the problem, pure
legal technicality that it is (it's not like Neum is a hotbed of
international criminal enterprise).

Vienna and Tel Aviv might both be low-risk areas for car theft but
Lebanon certainly isn't.

Tel Aviv and Israel might be a low risk area for a rented auto, but you
can see how a rental agency might squirm a bit at the travel itinerary:

Vienna > Hungary > Romania > Bulgaria > Turkey > Syria > Jordan > Israel

This itinerary might be a lower risk, but an auto rental agency might
still be squeamish enough about it to not allow it:

Vienna > Slovenia > Croatia > Bosnia > Croatia again to Dubrovnik

The Bosnia part is probably the biggest problem.

Actually, you can skirt Syria and Jordan by taking a car ferry from
Turkey, Cyprus or Italy, but I see the point you are making. I thought
the statement was about Tel Aviv being a high-risk area for rentals.

How much of an obstacle is that Bosnian segment? If I have a leaseback
car, I know I'm uninsured through there, but do they check the
paperwork and turn cars back? I'm on the verge of leasing a car, but
if crossing that gap is prohibited, then I need to abandon my plans
and just take public transport.

I doubt the problem is likely to be a matter of being turned
back. The problems will start if you have any sort of
accident without being insured in that country.

The problems will escalate dramatically if someone is
injured in the accident.

Don't even think about it.

a friend of mine took my car from Ancona to Israel.
he had no problem.
