Rental car: pickup in Vienna, dropoff in Dubrovnik??

I'm having the hardest time making arrangements for a rental car for
the summer. I'm going to be arriving in Europe in Vienna, then heading
down the coast to Dubrovnik for 4 weeks before flying out of Vienna
again.

My initial plan was to rent a car in Vienna for the summer, and return
it to the same place a month later. But there are two prohibiting
factors:
1) 12 Euro fee per day for taking a rental car into Croatia
2) My credit card insurance does not cover rentals of over 15 days, so
I need to take the Collision insurance (at 1.5 times the normal
rate).
Those two things combined make renting a car for the summer
prohibitive...in the range of 2000 euros!

Agreed. I have driven quite a lot in Belgium and certainly find them much
better than the French.

It's entering holiday season on the riviera, and I'm finding the
traffic here borderline nasty. At least 3 accidents today that I saw,
all of them with cars, and I only did a 32 km round trip.

Sounds like good advice to me. Rent and return the first car
in Austria (still time to drive down to Venice, Trieste or
similar and return), fly or rail to Croatia and do the same
thing from the entry port. It also means that the two rental
cars should be within your 15 day insurance window.
I know that, despite expanding the countries covered by
their leaseback system, the French Eurodrive cars still
excluded insurance cover for Croatia and the other
ex-Jugoslav countries; the only exception was Slovenia.

Bizarre, as agencies such as Budget have offices in both Vienna and
Dubrovnik, but do not allow one-way rentals between them.
So my new current plan is to get from Vienna to Zagreb, and rent from
Advantage Rent A Car in Zagreb for 15 days, with a drop off in
Dubrovnik. Then spend the night in Dubrovnik, and pick the car back up
the next day (making it a separate rental vis a vis my credit card),
and do another 13day one-way rental back to Zagreb. Sounds ludicrous,
but it works.
My last question: can anyone point me to the train fares between
Vienna and Zagreb? I've had no luck with google.

Actually, Peugeot has a leaseback that allows travel in Croatia, but
not the ex-Soviet Union countries insurance cover is the limiting
factor). But they don't deliver to Vienna...I have to fly into
Frankfort and pay US$160 on both ends for pickup and dropoff.
Personally, I've never done a leaseback and am deeply intrigued by it,
but a little suspicious. Are there any hidden pitfalls? What can you
tell me about it?

It's not really that bizarre. Budget has a location in Tel Aviv. Would
it surprise you if one-way rentals were not allowed from Vienna to Tel
Aviv? Dubrovnik might as well be Tel Aviv. Croatia is not even in the EU.

it surprise you if one-way rentals were not allowed from Vienna to Tel

Croatia must have been added since my trip last May-June.
All three (Renault, Peugeot and Citroen) had similar
insurance rules then.
I've used Eurodrive Renault leaseback twice, nine weeks in
2003 and six weeks in 2006.
What's the catch? Darned if I know. No pitfalls that I
found.
Full roadside service; my only hassle was a tricky doorkey
that the Renault Agent in Menton couldn't repair, so we were
careful not to lose the other one.
Brand new car (the first had 11km on the clock, the second
24km)
Full insurance, no excess or extra CDW or personal insurance
of any sort, you are the owner for the period of the lease
and treated as such.
I returned both vehicles with minor damage. A broken mirror
and a minor side scrape on the first, a minor door scrape on
the second (Yeah, I know - but you do 11000km on the wrong
side of the road and see how you go). I pointed out the
damage both times on return, the guy put a tick in his box,
and said "no problem, goodbye." I must admit that I waited
for something in the mail after the first one - but nothing
from either.
And the price worked out at 18 euros per day for my 1.5
manual turbo diesel A/C Clio the first time and 24 euros pd
the second time. Bloody brilliant little car for European
driving. Nippy, strong and incredible fuel consumption -
better than 20km/ltr.
Unbeatable for a long rental/lease.
No - I don't get a cut - I wish:-)
If Renault, Peugeot or Citroen are prepared to cover you in
Croatia, and the pickup/delivery hassle can be sorted out
and the price looks OK, go for it.
