the pin system used in Australia for the last 15-18yrs relies on the magnetic strip on the back to store info this is NOT a chip ,embedded chips have only been available for the last couple of years globally for credit/debit cards so yes you are in a parallel universe or just fantasy land.

You can however opt for SMS confirmation via your mobile for any debit over a certain amount.
One thing where Aussie banks are atrocious is on their bank charges, Apparently some of the worst in the world.
