I am just giving my experience from 40 years in the industry including rail, oil and gas - I may be wrong.
What I am saying is that work contracts in the ME are volatile, certainly you can get a work contract for 3 years but if the roles change or you don't fit you are out. You can only move to a new position in the same country if you can get a NOC from your previous employer and most are not giving NOCs.

never make the mistake that there is job security in the ME
neither is there personal security in the ME for non locals
I have a friend who spent 6 months in jail because he dared to sue for his 4 months of unpaid salary + allowances, so the employer made up a story that he had stolen a laptop. after 6 months in jail by which time he had now been unpaid for 10 months, his family had returned to the UK penniless and school-less, the employer decided to withdraw the story. No action was ever taken against the employer, and my friend still 2 years on does not have his salary.
