I'm not JAJ but I'd have thought it highly unlikely, not least because it was only introduced in 2011. Very few "genuine onshore residents" need 1 year RRVs. By definition, anyone who needs one will have had their original visa more than 3 years before moving to Australia (otherwise they would be entitled to a 5 year one as they will have spent 2 out of the last 5 years in the country) and I would think the vast majority of immigrants will have moved before then.

I think the authorities think the benefit of "focussing" the minds of those in need of discretionary visas (and I am one) by reducing their validity from 5 to 1 year outweighs any inconvenience caused. In any case, were 5 year discretionary RRVs processed any more quickly? I doubt it.
