According to this all the applicants before July 2009 should have been finalized by now.

Not necessarily finalised. They are all with a CO, that doesn't necessarily mean they have been finalised.

Re: July 2009 Visa Applicant
After times where I almost felt never to have applied for Immi to Australia, I finally got asked for Medical and Police, which I have only just submitted.
Next stop hopefully the Visa letter! finally!! Can't stop smiling now
Using an Agent, which has brilliantly handled my case so far! I don't think I am allowed to advertise for them here so no names but definitely a professional job so far.
Here's to hoping I cross over the finishing line soon.
Cheers!

Re: July 2009 Visa Applicant
I have a question and would appreciate if experts on here can answer ......
I lodged my online application in Jul'09 as 2231-79 (C++/C#/C*) specialist and belong to an HR country. All the documents have been met on my application except for me and my family's medicals and PCCs which the CO has not yet requested. The last update that i saw on my application was addition of my new born in July '10. Eversince then, there is a complete silence. I emailed the CO for a status check and got the following reply:
Greetings
I can confirm that this application is being processed as quickly as
possible whilst acknowledging the time taken in processing.
Routine departmental checking is in progress and once completed
notification will be provided.
I regret that I am unable to provide a time frame for this.
Regards
The question is ..... Will my application processing be delayed due to changes to the SOL in Jul '10?? I do fall into CAT 4 now but a CO was already assigned to my application before all these changes. Is anyone else on the same boat as me??

Re: July 2009 Visa Applicant
Your CO doesn't know and if they do, they haven't told you. Therefore there is absolutely 100% no way of anyone else knowing. You need to check the month/year threads to see where other people are who applied at the same time as you.
