Up to 2 weeks for the CAL process/decision. Up to 6 weeks for the work permit process/decision.
Once issued, the CAL is valid for 14 days from the detail on the CAL.

If they were able to meet the cap for Croatia in 20 minutes, why would they bother cancelling it because some people didn't "get notice"? As Oompa said, they've never given notice in the past, it's a relatively recent thing. And as Oompa said as well, it's easier on their servers if there are fewer people hammering them!

Just read on another forum that someone emailed BUNAC directly to ask them what they thought about the Recognised Organisation thing... here is what the guy over there said:
"I emailed BUNAC and they kind of said the same thing [that pre-2011 doesn't count towards quota], obviously didn't want to confirm tho. They said the 2008 visa [I guess this was his participation pre-2011] was issued by them and therefore technically not an IEC participation."
I guess they wouldn't 100% confirm because they didn't want to be liable, but potentially sounds promising.

So, Croatia didn't get 72 hours notice, but their embassy did tell people it was open.

So basically we have no clue whether they'll announce the UK opening time or not, meaning that a lot of us (in work) might be ****ed.
Edit:
Just to double check, there is literally nothing we can sign up for before hand right? Like no accounts we can create to gain an advantage in time, seen as it'll essentially be a sprint off the sound of the gun.
