Business Visa
A Business Visa is granted to those who do business in India such as making sales or establishing contacts on behalf of a company outside of India. Business visas may be valid for 6 months to one year or more with single or multiple entries. Irrespective of the duration of validity of visa, on each visit maximum period of stay in India is limited to 6 months (180 days) only. Please note the validity of the visa is effective from the date of issue. Those who are applying to work for an Indian company should apply for an Employment Visa. Please click here for more information.
Maybe that is clear enough?

It is very clear on the website but the problem is that there is a difference in what is issued in London HC and Birmingham HC..in the London one it clearly says 180 days but sometimes in the Birmingham issued BV it does not. This happened last year when we applied in London and our friend applied exactly at the same time. He had to register with the FRO in Panjim within 14 days and we did not.

The same problem with X entry visas, mine issued in Birmingham 2011 had the 'register within 14 days' printed. OH issued 2 years previously did not.

Last Dec. 2011 registered in Pune (where we happened to be) --great performance and fined for being late.
Not asked to show anything on leaving for UK.
This October didn't register -- again no problems on leaving.

We know at least 2 people who have business visas and register with the FRO every year (they both have 1 year visas), producing the fistful of documents! Obviously, they do not have the 180 day restriction on their visas. It is really not that difficult to produce all the documents if you have a bona fide business. So it can be done! However, most of the people we know with business visas either have the 180 day restriction or exile themselves voluntarily rather than register.

This is pretty clear:

d. Registration is also required in the case of visa less than 180 days and if there is special endorsement “for registration required”. However foreigners entering on Entry(X) and Business visas valid for more than 180 days are required to register with the FRRO, FRO if they continuously intend to stay for more than 6 months i.e. more than 180 days on each visit. (But exempting visa bearing endorsement as “Stay not to exceed 180days hence no registration required.”

Page 5 in the document linked above details the required documents for registration, which shouldn't be a problem.

I'd have thought it would be the MHA who instruct the Indian Missions abroad, with VFS being at the very bottom of the chain of command.

We all wish it were so simple! In addition, you are asked for (amongst other things) a copy of your auditor's report; annual directors report; license from panchayat, FDD, excise dept, director of health; certificate of incorporation; memorandum and articles of association; FIRC; RBI registration no for FDI; share holding pattern of the company; etc., etc., Hence jcbrum's reference to the 32 pieces of paper. Also, because the company accounts/auditor's report refers to the previous year, they also ask for copy invoices from this year to prove that the company is still going! They have also started to asking for colour copies of a lot of the info!

Great fun......and, of course, very time consuming because you always 'miss' something.

Thanks for the detail in the reply. It's the items quoted above that would phase me & I can fully understand the reasons for the "self imposed exile" that has been referred to.

What's the place in Panjim (FRO/FRRO) like in terms of chaos (appointment only or free for all turn up, wait, push & shove etc)? I guess the "staff" are just as "friendly" as the Goa Police on immigration at Dabolim?

I would imagine that they take great delight when you have failed to dot an I, cross a T or have missed a document.

The FRO people seem to have become reasonably friendly and helpful now they don't have quite so much to do. That said, you always have something missing! The eternal dance.
